User story of #137 Dependency on #57

As a user, I want to see contextual help on the Patient Sex Widget so that I can find out more details about what kind of information I'm being presented and how I could use it.

Acceptance criteria:

Widget has a way to click for contextual help
Contextual help details the type of information shown and potential questions it could answer for the user
User able to click out of the contextual help to make it disappear or click an "x" at the top to close

Help Text idea This is the Patient Sex Widget. This widget provides a by gender breakdown of adverse event related to your search

"In this pie chart, you can see the gender breakdown of adverse events into either male, female, or unknown. This allows you to see if one gender is more effected by [input]."
