Add a "Stored" purpose to IRIS DMS purpose list #24

NDOT will power down controllers on signs when not in use to conserve battery. This makes the signs appear to be failed when in fact they are in a "stored" state and could be re-activated at any time.

If there was a "Stored" or other purpose that could be selected in the sign's Properties -> Setup dialogue, users could set this and the signs would appear in the "Purpose" group. At least then they would know which signs are truly "failed" and which have been manually shut off.

A fancier version of this would also remove the sign from the failed group if it's purpose is "Stored", but one thing at a time.
