When a comm link is activated, sometimes a sign will show successful operations in the controller status, but it does not move from the Failed to Available group.
Manually querying the sign works, but does not cause it to become available.
Deactivating the comm link, reactivating and waiting for a successful poll cycle to complete seems to fix this,
