Re-Enable Grafana Dashboard #31

Gordon was working on this. Need to get port 3000 open so it can be viewed externally - do we also need this for VPN connected workstations. I think we do.

Ticket request sent to Steve/Caleb. Any word on this?

No updates on port access as of 10/11/2021
