Add support for global parameters #24

The new way of overriding location for IL requests requires the use of a query parameter.

We should add a way to setup this parameter globally, and update Letterbox and Play accordingly.

I am not sure it makes sense to expose that to apps, except maybe if this is required for integration tests?
