Fix language manual build #76

The 3 Emacs Lisp functions invoked by the language manual function either have no second parameter, or the second parameter is a boolean which, if non-nil, means to not generate TeX, the opposite of what the makefile is trying to achieve. Simply remove the second arguments to generate TeX output.
