feather redd data - double check the NA date entries #154

There are a number of missing date entries. Confirm that this isn't happening though data processing. Next step would be to confirm with Feather that they are actually missing.

Looks like these are not actual NAs. There is weird formating in the original xlsx that is creating two types of encodings on dates. 2013 QC markdown says that we have NA dates but none in the original sheet. 2014 QC markdown has 80 NA dates but none in the original sheet. ..I will look through the others

I will create a new branch to make these updates.
