We need to update the feather_snorkel_qc.Rmd to include data pre-2004. Erin created this Rmd here.

This is the mdb file for the pre-2004 data.

The goal would be to save a clean dataset to the google cloud bucket that contains the full set of years.

almost done, but there are some remaining issues with aligning the substrate and instream_cover columns from post-2004 and pre-2004 data (pre-2004 data have a lookup table and are clean; post-2004 data have the codes but they seem to put several of the code values in one column, making it time-consuming to figure out a join).
