add run analysis rmd #1

It would be helpful to have an analysis script that provides a more in depth analysis at how run proportions vary by year and water year type and stream (and site). We can then format this into a vignette for the data package.

Do we need this if we are going to use PLAD run assignments? Maybe we need a PLAD vignette?
