trap effort vignette refinements #32

There are a few cases where there is catch data but not trap data. We need to fill in the hour fished for the weekly effort where we don't have trap data but do have catch data and then add the padding processing.

There should only be a few of these (handful of battle and clear, bunch of old Knights Landing)
