151 shiny data fetch refactor #152

adds a button refresh the data from within the sample status tab. This commit also begins to add log output from the app to the database as well as the console. This will help debug issues once in full production mode later in the season.

@liz-fw I forgot to add this to the top-level comment, can you run the latest migration from the run-id-database and re-start the app in dev mode, then query the shiny_app_logs table from the database either from R or dBeaver, it should have log entries for the app startup
