UI and functionality for permit #144

Add UI for permit summary page and permit PDF viewer page (see screenshots from figma): @wdwiii please just focus on building out the UI for this section.

[x] Add Permit summary page (for now you can just add dummy data tables)
[ ] Add PDF viewer to view permit that is accessible from the drawer menu

Hook up UI to server permit tables @Hunner4D

[ ] @ErinCain to add more details here

Data Checks

[ ] Add warning on home screen if total catch is reaching permitted values
[ ] Add warning on home screen if mortalities are reaching permitted values

Willie started on this ticket and got stuck because of SDK update issues. Coordinate with Willie before wrapping up this ticket.
