This will wait 5 minutes whenever rs has been updated. This prevents the application error you get when you try to start smart while the rs servers are down during an update. 5 minutes is a good enough wait

This kind of already does that - it will only do a wait if it detects the rs has updated message - if it's just the 6 hour thing it will restart immediately
