Beneficiary Id of 13 digit is also a valid one but is not allowed in the System.
To Reproduce
Use any 13 digit beneficiary ID of any user
Expected behavior
Either 13 digit and 14 digit beneficiary id both to be allowed or else there should not be any validation.
