change to Python 3.11 for dev env
pin sphinx-rtd-theme at version 1.3 to ensure compatibility of Sphinx tool chain
pre-commit autoupdate
handle change in Python 3.11 standard library json module whereby it no longer allows serialization of pathlib.Path objects
