Fixes IPCs not being able to repair themselves w/welder and not having language setup correctly

For some reason, during the process of porting the code, I forgot to add the "WeldingHealable" component to the IPC yml prototype.

Also, I forgot to include the languages component. Thanks for Mnemotechnician for letting me know what should I include ^^

If any other issue appears, please let me know

As I said on the first PR

IPCs came from a server that is a wizden downstream, where there's no such a thing as a language system.

I'm deeply sorry for that, I'll take a look when I become available to do it. Thanks for letting me know!

I'll add binary and trinary or whatever in a later patch if needed, merging now for restar.t
