Create a function called geolink_precipitation()

• Please familiarize yourself with the system. Feel free to let me know if you think they are improvements.
• Please go through Hadley Wickham's package development manual here (https://r-pkgs.org/)
• Please create a function called geolink_precipitation() that similar to geolink_chirps() in which the user gets to decide whether they want monthly or annual data (we can think about including daily if that is available, but that isnt priority). In addition, pls remember we will have stata users as well. For downloading the data from planetary computer, use the "rstac" package. For functionalities, they have significant efficiency gains in Python, please go ahead and use it and we should be able to include in the package as is.
• When you write the function, it will need to be tested please let @dasalm20 and myself know and one of us can write some unit tests.

@ifeanyi588 geolink_landcover was prioritised over geolink_precipitation. Next I will be developing geolink_population.

@DianaJaganjac please add these top level functions to the geolink_mach() script in the R folder, and then you can get rid of the scripts. This is where I intend to keep all the top level functions. At some point, we will make one or more master functions that acts as a wrapper over all the functions. It is easier if we have one place where we can find them.
