What is the purpose of the scope mode and header mode buttons in tANDI? #187

I was looking at data tables with ANDI, and I noticed that the scope mode and headers mode buttons are never seen when looking at tables.

What is the purpose of those buttons if they are not able to be seen?

The scope mode / headers mode buttons only appear when ANDI detects that the table is using the html headers attribute. Otherwise, ANDI defaults to scope mode and doesn't display the toggle buttons.
