As for #18 , describe the workflow needed to solve these cases in the tuto for moderators documentation: https://docs.google.com/document/d/1xKnwr5uWJW4fFXpsTUuBG0gKIh0bfxJ_GcFmxILzp84/edit#heading=h.slsrql13kbim - I believe these cases could be encompassed under the same 'banner' than #18 "Create a new concept in a (closed) vocabulary on which “we” have control"
