Add Settings State #5

What feature do you want added to the game? A settings state would allow players to change some settings (FPS, Volume of Music, etc)

Why do you want to add this feature? It would give customizability to players, and allow them to set settings accordingly with their devices

Whilst the settings state is far from done, there is a FPS setting there
