Pain

As per my conversation with @william-liebenberg , @wicksipedia and @BrookJeynes , CodeAuditor Workflow should not create a new issue after every scan if it finds new error, it should comment on the open issue or create a new issue if there's no open issue.

Tasks

[x] Add an extra param to turn on/off the alert
[x] Add comment if there's an open issue otherwise create new

Implement the changes

Done - As mentioned in https://github.com/SSWConsulting/SSW.Rules/issues/1254, the following updates has been made to CodeAuditor Workflow:

Added an additional parameter to turn off the alert
Workflow now adds a comment if there's an open issue otherwise creates new
