Pain

As per my conversation with @william-liebenberg , CodeAuditor should be able to send telemetry whenever a Workflow run fails so the dev team can fix it asap. It should create auto generate new issues in a private backlog.

[x] Create a new private repo to store failed scan logs

All done - CodeAuditor Workflow will generate issues in a new private repo (CodeAuditorErrorLog) whenever a workflow fails so the team can acknowledge and fix asap
