✨ UI - Make it clearer that disabled rules are disabled

Pain

When viewing the list of enabled/disabled rules on a scan, it might not be obvious that the rules marked in red are disabled. We should make this clearer by adding a Disabled header above these rules.

We should also show the total disabled/enabled rules next to HTML Rules Scanned to make the totals clearer.
