fix redirects

Storage account - adds firewall rules allowing only Azure services Redirects - change from IIS specific file to Gatsby's createRedirect

• redirects are html pages with meta refresh tags (since there is no server to redirect)
• redirects are static hosting friendly
• redirects are not listed in sitemap (google will use sitemap to reindex)
