When a rule is added to a category and is missing the redirects frontmatter field, the build doesnt work e.g. https://github.com/SSWConsulting/SSW.Rules/actions/runs/9441764117/job/26003047523

- [ ] Ensure null `redirects` are handled

this was the change that caused the failure
