✨ Add GitHub issue, labels and PR templates

Hey Guys,

I have a task to improve our DevOps or at least our backlog. There is currently no issue templates in the SSW.SophieBot repo. Therefore users have no clear instructions on how to report a bug or request a feature. @pierssinclairssw has created a great template that can easily be added.

Please implement the following as per rule, https://www.ssw.com.au/rules/github-issue-templates

For this task, we will do it after we release our bot and use the new GitHub project. Because the current bot heavily depends on self-defined labels (e.g. sprint xx)
