Description

enable functionality to download a file in common file store

implement download file menu item in context menu
other download file item or icon in dialog (TBD)?
Private checkbox does not seem to work in IME
Permission checks for CommonFileStore files are not OK. If a user is not owner, and participant permissions are set to MODIFY, the user is still not allowed to edit things (server error).
