Description

related to #548

On the Engineering Models page add a button to create a new EngineeringModel (Setup)

allow the user to set shortname and name (validate that the shortame is not already being used), modelkind
allow the user to select a source-model (in this case active domains, organizations nor the siterdl cannot be edited)
allow the user to select the referenced SiteRdl
allow the user to select the active domains
allow the user to select the organizations
