[Update] layout of MeasurementScale page

Description

please update the layout of the Measurement Scale page

• [x] center the text "select and item to view or edit" -> make text and potentially logo a bit greyer (softer)
• [x] add a dotted line woth round corners around the "details" panel so it's more clear and stands out
• [x] move the "deprecate" button from the table to the "details panel"
• [x] move the "add button" to the "details panel" or another part of the page so we can remove a column
