Implement the OpenTab Component

Description

The OpenTab component should allow the possibility to open a new tab. This should allow the selection of a View. based on the selected view, the user should select an EngineeringModel or an Iteration if required (based on the kind of view). This component should also let the possibility to open a new iteration
