It is good to hear of your STEPBible usage. The Bibles and Commentaries are in SWORD format. It is widely used by many hundreds of Bibles. The Sword format (https://www.crosswire.org/sword/index.jsp) is created by a different project outside of the STEPBible.
Some of us starts up a Google doc in an iFrame to write and/or read notes. Try the following URL.

Also, if we can implement such a feature (mainly choice 1), please make sure we can backup/export/import our notes.
