Get the fixes to run on Summit back to master #375

I merged master and the AMR boundary fix yesterday to that branch.

@diehlpk Could you check if the branch is still working on Summit correctly after the last few changes? At least the Jenkins Tests on the POWER9 node seem to pass!

Compilation worked. Simulation worked.

@G-071 I think that can be merged.
