Update jenkins compiler #401

As we updated the toolchain to new versions of Kokkos and HPX in STEllAR-GROUP/octotigerbuildchain#12, this PR updates the compilers in the Jenkins tests to gcc 11 and clang 13 to properly build the dependencies.
