Recent changes in Spack and Rostam seem to have broken our Jenkins test setup.

I needed to tweak a few things to get it running again:

The currently installed Spack version seems to parse specs differently which simply required some additional spaces to specify the exact compiler for dependencies.
The ROCM/5.4.6 installation on Rostam seems faulty (missing atomics?) -- simply switching to ROCM/5.7.3 fixed that.
Added filelocks to avoid parallel writes to the Spack config files.
