Adapting Phylanx with new changes to HPX #1329

This PR contains the following changes:

Updating the deprecated namespaces
Fixing inspect errors
updating BLAZEITERATIVE_INCLUDE based on the changes to the BlazeIterat… …
updating the location of register_locks.hpp

We have not had a successful CircleCI build for HPX in a long time (for unrelated reasons), thus the base image used here is fairly old and misses the new headers. I'm merging this anyways as the changes are correct.
