What should be the region? A country, or something else?

Also, what should be in the region? HQ or a site? E.g. in Czech BR, there is only the HQ address, whereas the employees may be employed somewhere else, in some other region.

Right now user can drill down to a country, region and subregions based on NUTS divisions. This is showcased on the following wireframes: 1, 2.
