look into reducing the font size a bit #19

this is now fixed, as the commit message said.

the base font size for the page is now "smaller". we could use a percentage or an absolute size if more control is needed.

the biggest problem was getting tables to size the fonts correctly. this is now fixed. future changes will only need to adjust one line in the common.css.
