[Update] Fix bgp_labels and add more metrics from frr.

• This adds support for frr ip/ipv6 fib rib
• also neighbor specific commands are now possible
• Additionally it adds the new submodule for sonic-swss-common
• Moves also ntpq back into a class object.
• Removes the frr specific test ressources as they should be created by a developer.
• Run black8 compliance on all files.
