ORCA start up DB sync scenario. #31

Handeling of following scenario in App (e.g. rest interface) using orca_nw_lib -

App Has discovered the topology.
App is shutdown for some reason.
During the time App was down some changes occured in physical NW.
App comes up again.

In this case Graph DB synch is necessary. Easiest and performant is to rediscover network every time App comes up.
