Add Radium-Plugins #8

In order to avoid polluting all the applications with the plugins, they will be installed in a dedicated folder that user can add to their path if they want to (https://storm-irit.github.io/Radium-Engine/classRa_1_1GuiBase_1_1BaseApplication.html#aa7896f814da3cc73941265caaa11bb1e).

What needs to be done on this repository:

[ ] Listen to dispatch events from Radium-PluginExample
[ ] Fetch, compile and install plugins.
[ ] Update the readme to explain this in the released folder
