Architect Talisman doesnt hot toggle or send message to reequip #5

Neoforge: 21.1.31 Fargos Talismans: 1.21-2.0.7

Architect talisman needs to say in chat similar to the manual toggle command that the player needs to re-equip from the GUI

Architect, Pickaxe, and Iron Golem Talismans are in this group

Updated the player ticks for each talisman to determin if it should run the disable every 10 ticks. Added in tick delay so it doesnt check every tick, but twice a second.
