Condor improvements; Cross sections & filelists #316

Condor improvements:

xrdcp files instead of streaming them for condor jobs
--wait between sample submissions to condor in kraken_run.py to avoid overloading MIT T2
documented suggestion in README.md

W gen studies:

Added additional_tools/w_gen_studies with studies on the gen distributions of the W

Cross sections:

fixed cross sections for TTToSemiLeptonic and TTTo2L2Nu for all years
added cross sections for VHToNonbb_M125_TuneCP5_13TeV for all years

Minor fixes:

bug fix in condor_SUEP_WH.py: kraken_run.py executes the condor_XYZ.py scripts with the flag --doInf, regardless whether they have the flag or not, so had to add it back, if only as a dummy flag.

Filelists:

removed the TTJets-HT-binned and WJets-HT-binned from the default filelists for all years
added VHToNonbb_M125_TuneCP5_13TeV to the filelists for all years
added a new filelist for central signal samples for all years
removed some duplicated filelists from scouting that where out of place

Since this PR already covers a few things, maybe it's a good time to also add in the new samples that I mentioned yesterday (that are now fully copied over):
