To make use of federatedgroups, you now fully really on external SCIM calls. This requires that there is always an overlay needed to use this app and to create federated groups.

Option to create also (federated) groups by an user directly within ownCloud, like CustomGroups.

Sorry, I wasn't aware of this issue when you filed it. The current SCIM connection is one-way SRAM -> RD-API -> ownCloud servers, so this would require an additional API to be exposed by SRAM (the current one is read-only).
