this project will deliver the internet draft from https://github.com/SURFnet/surf-token-based-access/tree/dev/phase-3/spec as its main deliverable.
From there, it's up to SURF Access to develop "OAuth as a Service" as a SURF product. If and when that happens, it will eventually make sense for all Resource Servers and Client to use SURF Access as their AS
