As s service admin, I want to be able to set the default access rule for collaborations to "Disallow" or "On Request" #1312

If a service si set to "allow all organisations" and then switches to "Only some", all Org are enabled by default. There is no way to switch them all to a different state (Disallow or On Request") without toggling all organisations manually.

I would like an option that would switch all Orgs to a different state.

Only if an Org has COs connected to the Service, this Org should not be switched to "Disallow" with such a global toggle, because it would disconnect these COs. So, if this happens, SBS should show a warning "could not switch Org X and Z because they haveconnected collaborations" and keep those Orgs set to the previous state (but all other Org should be switched to Disallow).

Probably not a real issue in practice; also we don't know what a good UI-element would be to solve this.
