Turn out this caused by O365 mail being braindead:
When a mail is automatically forwarded by an email rule in O365 from one account to another, O365 in its infinite wisdom, only forwards the html part of the mail.
So SBS properly sends the mails...
For some mails (specifically notification mails from the user_suspend cronjob), the text mail templates are never actually sent out. In the mails that are actually sent, only the html is present.
For other mails (like CO invitations), this does work correctly, and mails are sent out as multipart/alternative with both html and text.
