Re-sign eduTEAMS proxy metadata #295

EduTEAMS's proxy metadata (linked from here https://meta.sram.surf.nl/) should instead be signed and served directly by SRAM. Implement fetching, resigning and publishing the metadata.

Met extra fix 26a66f4a410421dfcf7ec6df63c5d93f27037aac werkt het
