service[cinder-volume] action restart fails

The (immediate) reason is a bit hard to get through to (nothing in syslog or cinder.log), but it is visible via this command on the target node:

su openstack-cinder -s /bin/sh -c '/usr/bin/cinder-volume --config-file=/etc/cinder/cinder.conf'

VolumeBackendAPIException: Bad or unexpected response from the storage volume backend API: volume group cinder-volumes doesn't exist

openstack-cinder-volume was not installed (probably not even required by recipes)
