Move the overlay file to /etc and add a Match section to make sure the information is picked up by systemd

Note: This is currently in progress, only setting for one image therefore...

We found the reason for the problem. It's because dracut does not include data from /etc/systemd/network. For details see the following bug:

I will now complete the changes on our side but then we have to wait for a dracut fix before we can continue
