Add supportutils-plugin-ha-sap #260

This will include HA setup information in the supportconfig tarball and aid the support team in debugging issues.

@rjschwei the PR has merged and the devel images are building. From there your change will be effective in any new testing image that we will send to Microsoft. In the commit message of the change I don't see a bug reference or other reference that let me guess about how important the change is. Therefore my question; Is this change important enough to create a submission into the SUSE namespace or not ? From my perspective it can wait but wanted to double check.

Due to the latest CVE all azure li/vli images were updated. The next regular refresh is therefore at

unless something else happens in between.

I'd like to understand how important this one is regarding a production update ?

Please also have in mind we are still testing that new kernel for the hard lockup issue which, when it gets released, definitely will cause a production release.
